Everything. The injection pump is a mechanical device, it has limitations that are impractical to completely eliminate. If you were to set the governor to limit the engine RPM to the maximum safe speed then the RPM it could revv to with a load would be limited. Since the engine can't revv higher than the loaded limit with a load, the potential of damaging the engine from excessive mechanical stress of overspeed is averted. Go revv a completely computerized engine and you'll find the loaded and unloaded maximum RPMs are the same.

Now, wouldn't it be reasonable to assume the car manufacturer choose those limits not due to the DNE engine specs but to satisfy their operational lifetime goals? If that is the case, those who are willing to sacrifice some longevity to in exchange of gains they seek would seek a different point in the graph.
